Shoulders are rated on how high you can raise your arm (flexion and abduction), with the dominant (major) arm rated higher than the non-dominant arm at the same limitation. Being unable to lift the arm past shoulder level is the key 20% threshold; motion limited to roughly 45° reaches 30% on the dominant side.
It is rated on resulting motion limitation: 20% when the arm can only reach shoulder level, 30%/40% (dominant arm) for worse limitation, and a minimum 10% for painful motion.

1. Nature of Services. Ratings Prime provides general education, coaching, and consulting. We are NOT a law firm, VA-accredited claims agent, attorney, or VSO. We do not file, submit, or prosecute claims on your behalf.
